The potential for U.S. solar energy may look bright, but legal, technological, and cost limitations are interfering with big installations. CNET's Elsa Wenzel attended the Big Solar conference in Menlo Park, Calif., this week and she tells CNET News.com's Leslie Katz what she found out.

Microsoft says it will appeal the European Commission's historic $1.38 billion fine, which the commission imposed for failure to comply with its antitrust order. Microsoft's move to seek relief from the Court of First Instance marks its second such go-around.
